FIFA in a Box Toolkit – Activating During the 2026 Games

Want information on how your BIA can get involved in FIFA?

 Attached please find the FIFA Activation Handbook.  Here’s how you get started:

  1. Start with the concept: What you’re trying to do will determine the permit path.
    • Examples:
      • Small events or pop-ups
      • Seasonal décor or lighting
      • Parklets or seating
      • Art installations
      • Placemaking features
  1. Connect with your EPA at the BIA Office: First point of contact for any activation idea
    • BIAOffice@Toronto.ca can confirm requirements and direct you to the appropriate Division to seek permits and approvals.

 

  1. Permits you might need: BIA Office, via BIAOffice@Toronto.ca, can tell you what is required
    • Depends on the activation, but can include:
      • Right-of-Way use
      • Parks permits
      • Green P approvals (if it touches their property)
      • Noise exemptions
      • Engineering review for anything structural
  1. Timelines: Reaching out early helps avoid delays.
    • General rule:
      • Small activations: 3–6 weeks
      • Larger builds or events: 2–3 months
  1. Toolkit
    • I’m attaching the City’s activation toolkit. It’s the best quick reference for standards and examples so you know what’s possible before spending time on design.

A few things to note:

  • For BIAs that have applied for Community Celebration Support Fund project results will be issued December 5 and December 9-10.
  • No new road closures will be allowed during the games period, and additional TPS and Transportation resources will be limited in August.
  • Existing street events during the games period may also have their street permits re-assessed based on resources and existing commitments with FIFA World Cup 2026™
  • For those planning Viewing Parties,  you must seek independent approval for a public viewing licence through the FIFA Public Viewing Platform. There are a number of obligations and limitations to consider, which are managed by FIFA and not the City of Toronto. The FIFA Public Viewing Platform was expected to be available in Fall 2025, however it has yet to go live. This platform will outline the process for requesting public viewing licenses for the FIFA World Cup 26™. In the meantime, if you have any questions or need assistance with your public viewing license requests, contact publicviewing@fifa.org.
  • There is mechanism for the City to endorse certain 3rd party viewing parties that align with broader City objectives and priorities; however, this still does not guarantee a broadcast license, as it is controlled by FIFA and not the City of Toronto.
  • Please email the BIA Office at BIAOffice@toronto.ca or your BIA’s EPA if your BIA is considering hosting a viewing event.
