Dear City of Toronto and Community Partners,
On behalf of the Toronto Police Service Board (TPSB), I am pleased to share with you the What We Heard report.
This report presents key insights from consultations conducted by the Board from 2023- 2025. In total, and across two phases of engagement, more than 1200 people – including you – shared their experiences and expectations for the future of policing in Toronto. This feedback will directly inform the Board’s Strategic Plan for Policing in Toronto, which will be the first developed under Ontario’s new Community Safety and Policing Act, 2019.

Our process was rooted in one shared goal: to listen honestly and connect genuinely in order to truly hear the hopes, challenges, and ways to improve policing in Toronto. We are grateful to you, for sharing your voice, and for contributing to this significant work. We know that participation in our consultation process was not always easy, often requiring great courage, honesty, and vulnerability. We are deeply appreciative of the time and energy that you lent us.
